Social Ventures Australia welcomes the passing of the 3-day guarantee legislation for Early Childhood Education and Care by Parliament. Social Ventures Australia has joined many organisations in advocating for this important step, recognising that Early Childhood Education and Care is an essential part of our education system – and shouldn’t be limited just to those who can afford the fees.
Removing the Activity Test means more families will be able to access early childhood education and care. It recognises all children’s right to learn and develop alongside their peers and starts breaking down barriers from a very early age.”James Toomey • CEO Social Ventures Australia
We want to thank the members who progressed this Bill, and the tireless work of early childhood sector workers, services and advocates who have fought for this change.
We look forward to continued effort to ensure there’s a place in quality early childhood education and care for every child, in every community.
From 5 January 2026:
- all CCS eligible families will get 3 days’ subsidised care each week for each child
- families caring for First Nations children will get 100 hours of subsidised care each fortnight for each child.
Families will still get 100 hours of subsidised care each fortnight for each child if they:
- work, train, study or volunteer for more than 48 hours each fortnight, or
- have an exemption.
How much CCS families can get depends on their circumstances, including:
- their combined family income
- hourly rate caps
- number of children in their care
- age of children in their care.
