Disability Housing Outcomes Framework
The Disability Housing Outcomes Framework is a free resource designed by and for stakeholders across the disability sector, with a focus on providers of disability housing and in-home supports.
The Disability Housing Outcomes Framework (DHOF) is a free resource designed by and for stakeholders across the disability sector, with a focus on providers of disability housing and in-home supports. The purpose of the Framework is to help providers understand and benchmark their performance, and in turn improve the lives of people with disability.
Following a highly successful pilot with seven SIL and SDA providers across Australia, the Disability Housing Outcomes Framework has been rolled out across the sector. Organisations working in disability housing can use the Framework to regularly survey their tenants or customers and measure their impact.
The Framework supports disability housing providers and funders to:
- Understand what ‘good’ looks like
Learn how Specialist Disability Accommodation (SDA) and in-home supports (SIL) can facilitate and enhance outcomes. - Implement an outcomes-focused approach
Understand the impact of your activities on people and embed feedback loops to drive continuous improvement. - Promote consistency
Develop and use a common language to measure and evaluate your activities and impact. - Facilitate a learning culture
Grow and share your understanding of what works in your organisation and across the sector to guide future market development.
The DHOF has six outcomes: Daily Living, Health, Relationships and Community, Rights and Voice, Independence, and Stability and Safety. It allows for both practice improvement and measurement of long-term outcomes for providers.
The Framework also includes eight common indicators to help to understand progress towards the six outcomes. This includes the question to ask (e.g. “I feel safe in my home”), how often to ask them, what data sources to use, and how to interpret the data. These indicators will be measured by all organisations that adopt the Framework. This will help to set a benchmark for organisations, making it easier to compare impact against others in the sector. There is also a larger set of optional indicators for each of the outcomes.
