Elizabeth is a Director in the Commissioning for Outcomes team and supports the structuring and management of outcomes-based partnerships across the child protection, education, housing and energy sectors. 

Previously employed at Social Finance UK, Elizabeth helped design and scale the Mental Health & Employment Partnership (MHEP) social impact bond model. Under her leadership, the initiative grew to 25 local authority and NHS partners and supported more than 2,000 people with serious mental illness into paid work through Individual Placement & Support services.

She has also worked in climate change and sustainability consulting, advising banks, corporates and government on physical and transition-risk and net-zero strategy.

Elizabeth Caldwell holds a Bachelor of Science/Laws and an MSc in Environmental Economics & Climate Change.
